ICAO Standarts ?

Why is it, that METARs, TAFs and other text weather is written somewhat differently between the different countries regardsles of FAR, JAR etc. - I thought ICAO was supposed to enforce a so to speak "common language" in aviation around the world.

For instance, I wonder why most countries under FAA use millibars of mercury as altimeter settings and still they messure sea level pressure in millibars, which in my book is the same as hecto pascal - frequently used throughout most of Europe as QNH settings. Why is it, that we have to learn all different sizes, messurements and so forth, and still not have the same weather system?
