Well,
I am an SO on the 400 and when I joined I was told 18 months to upgrade, I natually took this with a box of salt, but at least we have a job that pays well and give us a great lifestyle.
There is nothing we can do regarding our upgrades, so lets get on with it. Enjoy the 15 - 18 days off a month, it ain't going to last.
