According to the VAC,
Here Cherbourg ATC is open only Mon-Sat, and otherwise it is unicom style in French, so Im affraid you appear to be out of luck....Same with Fuel/Customs. However it does say all three are available On Request PPR the day before....However I have never attempted OR - good luck!!
