I agree with your interpretation of expedite, the problem is, if I am not PF (I am Left Seat) then the other person does what they think is correct. Sadly there are many times that they try too hard and really go for it - result, short term increase, run out of energy, level off.
I fly Airbus various, from 320 to 330, the small Bus can be a challenge but if you look at the ROC, go V/S (shock, horror, No !) and increase it by say 50%, it works, it helps ATC, it doesn't degrade the energy, we still have protection, result, everyone is happy.
Now try getting most of our guys to climb in V/S, you will wait a while
