Taken from the info sheet shipped with my copy of the picture from Columbia Helicopters.

Hover Barge Tow In The Artic - Moving at a steady 10 knots, the Boeing Vertol 107-II pulls a hover barge and load totaling 220 tons across the ice near Prudhoe Bay, Alaska. Since the hover barge has no forward propulsion system it has to be towed to its destination, which the Vertol is doing on the end of a 600-foot tow cable at a 25 degree nose-down angle. The use of a powerful telephoto lens makes it appear the helicopter is much closer to the ground than is actually the case. This photograph is one of the longtime Columbia Helicopters photographer Ted Veal's most famous photographs.
