No, when PAXboy says that 32 kg is a limit, it's a limit. The position is supposed to be that at 32.1 kg, the bag must be refused. That is what is being done here at LHR (seen it happen myself) and elsewhere.
"... not THAT far over the limit ..." is just not an acceptable position.
