The SA Constitution guarantees you the right to work. If this affects that right there may be a case for the Constitutional Court to ream out the half educated new broom who's pushing all these sweeping new changes. Might be an idea to get all those affected together and hit the SACAA with a class action.
As I understand it (rumours only) the CAA doesn't challenge court actions due to lack of money so it might be worth a try.
