I looked up the word "ukase", which I had supposed was a typographical error in the Collins' book. I was wrong (hardly the first time!). The
Merriam-Webster Online Dictionary defines ukase as: "a proclamation by a Russian emperor or government having the force of law; edict".
That sounds about right, regarding theory imposed by the FAA!
