Eshott, a nice little Northumberland village with a nice little airfield but I hardly see Eshott with an ILS/VOR DME and a "race track in the sky" etc etc and full runway lighting!
If you need ILS/VOR DME and runway lights, there's nothing to stop you using EGNT, even if you usually fly out of Eshott (in fact, you'll have to if you need runway lights - Eshott closes at 7pm). You'll get charged for the service much the same you do as a based aircraft (albeit without the based operators reduction (which is supposed to a temporary measure to ease the pain anyway!)).
If you were referring to flying training at an airfield without those facilities, there are loads of them, probably more than those that have them. In any case, Eshott is quite a way from being able to have an FTO, in many respects, but I suspect they wouldn't want one.
