Absolutely. The article also seems to miss the point that the aircraft involved had Inertial Navigation Systems, totally independent of any space or ground based aids. Even although there would be some degradation of system accuracy over time, the aircraft would be able to accurately navigate to the general area of the attacks and the excellent visibility and numerous landmarks in the attack areas would then ensure that what did happen would have anyway.
A little knowledge is a dangerous thing, especially in the hands of some of the world's journos.
