For that matter and for as long as I can remember, I have always been taught that "Tempo" and "Prob 30" can be ignored for flight planning purposes but there is an "unwritten convention" around the phrase "Prob 40" that means "you had better believe that it will happen!"
In my long experience a "Prob 40" usually happens.
