Road map for ATPL....

Hi,

I’m looking for some conformation on how to complete a Modular frozen ATPL.
My question is, can I do the ATPL course and exams in the UK, and the rest of my flight training modules, Multi IR etc between different JAR state schools?

Example,

Class 1 Medical - Complete in Ireland.
PPL - Complete in Ireland.
ATPL Exams - Complete in UK.
IR - Complete in Ireland.
Multi Engine - Complete in Florida.

I’m told by the IAA that I have to complete all my training in one member JAR state?

If anyone can help me complete a road map I’d appreciate it.
I’m currently awaiting my PPL flight test.
