Your post would be better if you spelled Qatar correctly.
One starts out wondering what the heck you are talking about and then may be able to figure out that you mean Qatar if they know the issues.
In a way, I actually agree with your premise, although I believe it would be more along the lines of a Cathay Pacific Second Officer program. Emirates hasn't done so yet because the First Officers have traditionally upgraded in three years or less. They needed experienced guys who could do that. Now that upgrades are slowing down on the Airbus this may be looked at in more detail. It makes sense financially and it makes sense from a recruiting standpoint. Experienced F.O.s will not be coming here anymore as they see the upgrade time stretch past seven years.
