737 idle thrust levers

Knowing the difference between ground and flight idle (speaking of (3)/4/500 series), the FW thurust levers seem to employ a certian "dead band" just above idle in flight. I.e. nothing happens in the first one inch or so before N1 inidcations raise above cca 32%.

Is this correct (thrust governed by PMC not to go below the increased (flight) idle) eventhough the mechanical setting of thrust levers is at the lowest value (corresponding to 20% or so N1 on ground), or is it a internal malfunction?

On a FADEC NG powarplants, is the "dead band" also present?
