Where do they get these figures from?
Official punctuality figures published by the CAA which report delays at 10 UK Airports.

Does this include Scheduled flights of just Charter
Just charter.

i seem to recall reading somewhere that First Choice were the most punctual charter airline in 2004, followed by Thomas Cook
That was Summer 2003 data published by the AUC, they use the same data but rank airlines based on proportion of flights delayed over an hour, not average delay. See the table above with the figures in red brackets for Summer 2003, First Choice (Air 2000) were the best, followed by TCX.

In terms of average delay they were the other way round though, same for 2004 so the AUC data will probably rank FCA second and TCX third when they release their stats for Summer '04.
