It's a good idea, IF CASA DO IT RIGHT. I for one don't like the thought of flying helicopters whose 'history' is false. Anyone who does deliberately falsify hours records should be in JAIL.
Mind you, I think the situation has come to this because CASA HAVEN'T been serious about about catching and getting rid of the 'bad' operators and owners in the system. It takes serious enforcement and will to do that. If CASA don't change that attitude, this new measure won't have much of a chance, either.
