For European airlines you will need the right to live and work in the countries of the EU. That basically means you or your parents must be nationals of an EU country - much the same as the rules for working in the USA. You'll also need to be fluent in both English and the language of your chosen country of residence. On top of that, your FAA ATPL is next to useless in Europe; you would have to undergo a conversion to a JAA ATPL. That's expensive, at least in Britain, especially for someone with few hours. You may find it's cheaper in other European countries. Anyway, what I'm trying to say is it isn't easy to come here and work, just as it isn't in the US!

I can't help you with information about Israel.
