Sounds a bit like what happened at Sunny Sumburgh last year.....
Someone built a 100ft mast on top of a hill 5nm N of the airfield. RVA minima subsequently ammended from 2000ft to 2100ft within 5nm of the mast....which happens to encompass the airfield and approach aids (VOR and NDB). However all approach plates still give MSA and Initial Approach level as 2000ft!!!
I have given up trying to find an answer... <img src="rolleyes.gif" border="0">
