It is an UNINTENTIONAL USE OF UNPAVED AREAS which is defined as - An aircraft of 2300 kgs or more all up weight touches down short of the recognised landing area, overruns on landing or otherwise leaves the paved surfaces of the manoeuvring area.
Action to be taken - Inform the Aerodrome Authority.
It's only an Aircraft Accident if the aircraft receives substantial damage or causes serious injury or damage to property.
However, as an ATCO working and in witness to this event, yes, you would, more than likely, alert the RFFS to an Aircraft Accident.
