Yes, Eurocontrol should reimburse the full amount for the flight.
When I did my selection for Eurocontrol, the process was undertaken in Hamburg. I had to go along for 2 separate weekends as they went through all the tests.
Phase 1 used to be 2 days of paper based tests and desk exercises, including an exercise lasting 90 minutes listening to similar sounding letters on a headset to test your attention period for a monotonous task!
Phase 2 (the 2nd weekend) consisted of some eye-hand coordination exercises on a radar skills trainer, i.e. guiding an aircraft through a snake avoiding the opposite direction traffic. When you get through this series of exercises, there is the Interview (conducted by a panel of 3, including 2 controllers) and observed by 3 psychologists. The final part of Phase 2 is a stringent medical.
As I say, all my tests were conducted in Hamburg, and the process has changed since.
