De-icing when there is no ice

Completely baffled by this one. Why would the skipper want his a/c de-icing when the temp is +8 and dry, the a/c has been on the ground more than 1 hour, just been refuelled and there is no airframe icing? Is he having a silent protest of sorts, or have I been asleep in Met? No evidence of a cold soaked wing either.
