We have the groundspeed of targets displayed, so don't have to ask. You are correct about relativity, but that is part of the art. Not all types can fly a groundspeed and track, and everyone has to be on the same page. When all aircraft can, maybe we will change the way we do it. Don't hold your breath- this is a very conservative profession slow to accept new ideas.
