Have to agree with the singa's comment. Always a taxi and they are cheap and clean. they were quite fast in Manilla as well, but you take your life into your own hands by getting in with them.............Damn scaryest ride I ever had.
Cheapest was in Dili, East Timor. US$1.00 after haggling for five mins in portuguese, Indonesian and English, to go about thirty five kilometers. It was damn clean too.
