A far as I'm aware, you must have passed the ground exams at CPL level to start the course. You will also have to complete a pre course flight test before starting.
You can instruct without an IR provided you have a valid IMC rating. If this lapses, you can still instruct, less IMC privelidges, but it MUST be renewed ASAP.
