If you are using an Internet Cafe, then it is the Cafe's service that has the SMTP Server Blocked.
You need to speak to the Internet Cafe about it. If it is a POP3 Server that you are using, have the Internet Cafe give you their SMTP Server Address, and you can use their Server for outgoing Email.
