Sorry to hear you will not be able to do something about it.
Just a thought, file a report at the police station along with the pictures.
Just keep an eye out for the car, should you ever see it again, then get the plate, then go back to the police station.
Second choice is to get a Private Investigator to get you a list of all the cars in that area that meet the description and you could go to their place of residence until you find the car. (It all depends on how badly you have been wronged, how far you want to pursue this.)
