From memory of the same process 10 years ago under Options for Change (or whichever round of cuts it was), I remember hearing that it was effectively a "reverse" promotion board: ie they got rid of those who were unlikely to get promotoed but would otherwisehave hung around in the Service for numerous years to come.
BTW, if you apply and are not selected - will it be mentioned in future promotion boards?
