It's going to depend on what the flight test is, and what the local authorities say.
For some, if the aircraft is in experimental status, as long as the passengers know it's experimental (i.e. large letters by the entrances, signing waivers, etc), then you can carry passengers.
Lots of variations on things here - need more info.
