I guess the RIS then, is the same as optional VFR 'flight-following' in the US, but is, or was, also intended as a service to 'almost-but-not-quite' IFR flights?

Just watched a program about JFK Jr. Seems like he was actually a very careful pilot who never made a mistake. Very methodical and above average in skills. In short a gifted, natural airman!
