I dont think its a bad system when
you compare it with what went before
Its all about MENTORING ie the senior
FI is validating that the FI(R) has
experience in ab-initio instruction
and so is the student
In the past an AFI could have upgraded
and in theory taught only upper
air work and been granted privileges
which had not been validated
