In addition to Powell not having anything to do with the decision in this case, I also don't think he would have any success in getting the 'procedures' changed (assuming he wanted to). The various agencies concerned with Homeland Security do not seem to be accountable to anyone for their actions, the politicians having created them, are now out of the loop.
