Sorry, inyoni, not true. Things are very different under JAR.

30 hours ground training and 15 hours flight training is the minimum for the holder of a non-JAA instructor rating/certificate, that includes instructors from JAA member states which have not yet fully implemented JAR-FCL1 (France, Germany, etc, etc.). After completing the mandatory training and passing the test with a FIE, you will get only a 'restricted' rating, allowing you to work under the supervision of a nominated FI for a minimum of 100 hours and until you have supervised 25 solo flights. Therafter, on the recommendation of the nominated FI, the restrictions will be removed.
