You are correct RMT. As far as DCA is concerned. All senior staff have to be a Malaysian. Company promotions are different.
However at MFA there is a person in charge of Standards on Twin Engine and a person in charge of Single Engine Standards. And they are both non-Malaysians. If they are not Standards, who is.
VSM is Principal, maybe he Chief Instructor as well. He could also be wearing the SO hat as well.
