In Oz, A100 is the transition altitude.
FL110 is normal transition level.
Cruising in the transition layer (between TA & TL) is not allowed.
To retain the minimum of 1000 ft buffer, FL115 becomes TL when QNH is below 1013, FL120 when below 997 etc.
