SAFETY AND SECURITY MEASURES FOR THE PORT OF BOSTON DURING THE BOSTON 2004 DEMOCRATIC NATIONAL CONVENTION

The Department of Homeland Security has designated the 2004 Democratic National Convention as a National Special Security Event (NSSE). The U.S. Coast Guard Captain of the Port (COTP) will be taking measures to increase safety and security within the Port of Boston. These measures are necessary to protect personnel, vessels, and facilities against acts of sabotage, other subversive acts, or accidents during this important national event.

These measures include the establishment of security zones under the authority of Title 33 of the U.S. Code Section 165. Security zones will be in effect for the Charles River area (upper right) as well as Logan International Airport (lower right). Boaters can expect additional security zones and restrictions to be implemented as required by developing operational conditions. Operational conditions requiring security zones may include the protection of High Interest Vessel transits. Entry into, transiting through, or anchoring in these security zones is prohibited unless specifically authorized by the COTP or a designated representative. The status of the security zones will be announced periodically by Broadcast Notice to Mariners and other media outlets beginning in July 2004. Status of the security zones may also be obtained by contacting USCG Marine Safety Office Boston at (617-223-3031) or on the web at http://www.uscg.mil/d1/units/msobos/.

Persons entering the zone without authorization of the Captain of the Port may be subject to a penalty of not more than $32,000 for each violation or a criminal penalty resulting in imprisonment of not more than 10 years and a fine of not more than $10,000.
