Just looking at Nauru as a port - look at the control of the airport, catering service and accomodation. They (Air Nauru) could only be considered truely independant when an outside organisation takes them over - but then why would anyone want to? What jewel in their crown do they possess? Not their aircraft ( only one and it's old), no maint facilities or equip of their own, no property.
