Last Monday or Tuesday a Brasilia was coming in from Darwin from Flight levels. An MBZ call was given at 30Nm and again at 15NM. Nothing heard on the MBZ. Brasilia proceeded to descend. As the Brasilia reached lower levels a Partenavia was sighted on the recipracol track outbound through the same level at half a mile. The Braz crew took action to avoid a collision. The braz crew finally contacted the Partenavia. His response was " I thought you could see me on TCAS"
