So if you follow the instructions correctly you cannot recommend someone you have only known for 4 and a half years?
That seems a bit harsh - I can understand the need for a 5 year history to vouch for a chap's (or chapess's) political or terrorist leanings, but not to suggest whether or not his CV might be worth looking at!
