PaperTiger: My reading (between the lines) is that the FAA considers this requirement rather silly too
It read to me like bureaucrat-speak for "I am deeply embarrassed to have to do this, because I think it's a complete load of ********, but I was made to do it." Which the FAA was. Good for them to have the courage to pin the blame where it belongs.
