I do not like Popup Stoppers since they only mask a problem a computer is having.
If you do not have a firewall then you want to stop the Messenger Service:
Start >>
Control Panel >>
Administrative Tools >>
Services
Then Find Messenger and change
Startup Type from
Automatic to
Manual.
