Iīm working above the Frankfurt FIR, therefore not really involved in SIDīs. But monitoring aviation business in Germany quite closely I can give you the reason:
Every German wants to fly but none of them wants to see or even hear an aircraft. Every STAR or SID goes to court immediately after publishing. There are hundreds of citizens action groups around every airport. This forces german ATC to change SIDs a lot and have a lot of them, to let every housing in the vicinity of Frankfurt share the same amount of noise.
German notion to aviation is very hostile!
