Tut tut, Evo, you have been neglecting your legal studies. The IMC does indeed allow the holder to fly out of the sight of the service anywhere (subject always to local rules). Nothing grey about it, except the clouds.
ICAO does not require PPLs to stay in sight of the surface. The unadorned UK licence does impose this requirement, but the restriction is removed if you hold an IMC.
