Where has this been 'clarified'? Many jets tune the spare VHF to their company freq. I would suggest it remains best practice to listen out on 121.5, just in case you are unaware of losing your other radio or 'mistuning' it on a sector handover, but I think you're streching things a bit to say you will be arbitrarily shot down for not doing so.
Thinking about another frequency for practice emergencies - how many more radios do you want D&D to listen to?
