Did you contact Symantec and advise of the problem?
It might be worthwhile, because I've always found them to be very helpful when I had problems with NAV. Usually something I'd overlooked (being a cocky bugger and not following instructions) when configuring the settings.
There may be some minor tweak in options that sorts the problem.
