Hi, the report says 40% of the right inboard elevator was destroyed. So they still had 60% of it remaining, plus the left inboard, plus the outboard elevators, plus the horizontal stabilizer.
What was left of the right inboard elevator was powered by two separate hydraulic systems, #1 and #3. A combination of all three systems powered the left inboard, the outboard elevators, and the horizontal stabilizer.
