I'm told it's caused by a weak optic nerve. It's the actual eyeball, not the eyelid that moves involuntarily. Occasionally when it has gotten severe, eg at a younger age when excited/stressed, I got comments from teachers about being "stoned"
Fortunately nowhere near as noticeable now!
