Speed Brakes & Flaps - B747

HI

As I understand it speed brakes and flaps are not to be used in conjuction on the B747 as per the AOM. Correct?

I also have info which says using the speedbrakes in flight does the following:
- spoiler panels # 1 and 2 no movement
- spoiler panels # 3 and 4 a maximum of 45 degrees
- spoiler panels # 5 and 6 a maximum of 20 degrees
Correct?

If this info is correct (beware i'm a low hour CPL with nothing in my logbook over 2000kg), how do you explain this photo?

Given that both the inboard and outboard ailerons are flush with the wing, and that spoilers for roll control utilise panels # 1 and 2 also, then isn't this a photo of speed brakes and flaps together?

Please clarify any info if wrong, otherwise
