This will probably lead to negative responses from various sides. At least more factual information and data was expected.
As you rightly say, it's not an interim report but (in ICAO-speak) an "Interim Statement". whose purpose is "to detail the progress of the investigation and any safety issues raised".
I suspect some readers might be surprised at the relatively small proportion of major accident investigations that produce a Final Report within a year.
