You can bet your sweet ass they are. It's just that this all takes time. To be successful the Russians will need a professional Officer and NCO cadre, not a collective of conscripts and contracted soldiers. That isn’t an easy task for a nation in a financial crisis. One has to train then retain talent. Constant PME, constant emphasis via doctrine and exercises that decentralized leadership via at the junior officer/NCO level that small unit leaders dictate the tactical employment of weapons and personnel.
Given little has been seen of this to date, it would require a massive change in dogma to achieve what you’ve indicated their future holds. That said, I don’t share your sense of optimism about the Russian military moving forward, thankfully.
