While the quoted passage may seem to specify "smart" things only, there is other electrically powered stuff that may be included in the 9 MW. The flaps have been electrically powered since about Ship 8, and that must be at the very least hundreds of kilowatts. Probably more.

TVC is also electrically powered on current hardware.

Surely there is a lot of electronics as well, but maybe not 9 MW.
